Proposed program
A manageable 12-month demonstration — roughly 100 participating workers and several employer or community partners — instead of a countywide rollout. The goal is evidence: does targeted transportation improve access to employment at a reasonable cost?
Eligible workers receive transportation assistance for verified work trips.
Employers register, verify employment and shifts, and report changes.
Qualified providers deliver approved trips under published program rules.
Trips are reimbursed and reported against agreed performance measures.
We advocate an open, competitive provider structure — the program should be a public benefit, not a subsidy for one company. It complements buses, vanpools, and rail by filling first and last-mile gaps and covering hours transit does not.
Planning estimates only. Insurance, vehicle, wage, fuel, regulatory, and technology figures should be replaced with vendor quotes before any submission, and grant rules may restrict which categories are eligible.
Rather than one investor, we pursue a funding stack: transportation and community grants, workforce and economic-development funding, CDFI or SBA-supported financing, vehicle leasing, founding partner contracts, healthcare and institutional agreements, and sponsorships. We lead with a funded pilot, not a new tax.
